Most people taking photos prior to the photo digital age around 2005 are likely to have multiple photo albums and loose photos in various shapes, sizes and materials all over the house.

If you haven't scanned your photos, my guess is because it's too overwhelming, you think you'll get to it someday or you just haven't thought about it at all. (These are some of the reasons my family and friends gave me.)
